When a road is closed in a blizzard, it is closed. Every winter drivers go round the barrier because the wind "does not look that bad" from inside a warm cab. Rescues take hours here, and the steppe does not care how good the vehicle is.

Roads do not wear out
from traffic. They break
under a few axles.

Akzhol AAD builds and maintains roads and industrial access routes in Ekibastuz and the Pavlodar region — the haul roads, plant approaches and municipal streets that carry coal, ash, equipment and everything else this area moves.

Clients usually assume a road fails because too many vehicles use it. In practice a pavement is destroyed by the heaviest axles that cross it, and a single overloaded truck does more damage than thousands of cars. Everything below follows from that.

The arithmetic of damage

Why weight matters so much more than count

Road engineers describe pavement damage as rising steeply with axle load — not in proportion to it. Doubling the load on an axle does not double the harm; it multiplies it several times over. That is why weight control exists, and why it is not simply revenue collection.

LIGHT VEHICLE OVERLOADED TRUCK stress spreads and fades stress reaches the base and the subgrade
Schematic, not to scale. Once stress reaches the lower layers, the failure is no longer a surface defect — it is rutting and cracking that cannot be repaired by laying more asphalt on top.
For hauliers

Five things to check before loading

The cost is not only the fine. Overloading wears tyres, brakes and suspension, lengthens stopping distance and makes a vehicle behave differently in exactly the conditions — ice, crosswind, gravel — where this region is least forgiving.
Winter

Four rules for a steppe winter

Pavlodar region closes roads when visibility and wind make them impassable, and the closures are not advisory. Most winter deaths on these roads involve somebody who decided the forecast was for other people.

Check before setting outRoad status and weather for the whole route, not just for your town. Conditions here change over fifty kilometres.
Do not pass a closureA barrier means rescue services will not be looking for you on that road. If you are stopped at one, stop.
Carry the kitFuel, warm clothing, water, a shovel, a charged phone and a tow rope. A stranded car in a blizzard becomes a survival situation within hours.
Stay with the vehicleIt is visible, it shelters you and it is what searchers look for. Walking for help in low visibility is how people are lost.
Services

What we do

Construction

Access roads, industrial areas, yards and municipal streets, built to the layer structure the traffic actually requires.

Maintenance

Patching, surface repair, drainage and shoulder work — with the drainage first, because water is what turns a small defect into a hole.

Winter operations

Clearing, sanding and keeping industrial access open through the months when everything else stops.

Drainage is the cheapest part of a road and the reason most of them fail. Water sitting in the structure destroys a pavement from underneath, and no amount of new asphalt on the surface fixes it. Where a client wants a cheaper quote, that is the item we will not remove.
Questions

Asked by clients

i.Can you just resurface it?

Sometimes, when the damage is genuinely in the surface. Where rutting and cracking come from below, new asphalt over a failing base buys one or two seasons. We will say which case you have before quoting, including when the honest answer costs more.

ii.Why is one quote half the price of another?

Usually layer thickness, materials and drainage. Ask both contractors for the structure they propose — thickness by layer — and compare those rather than the totals.

iii.Can you build in winter?

Certain works can be done in cold conditions and many cannot, because materials behave differently below certain temperatures. Work forced into the wrong season is the most reliable way to pay twice.

iv.Our road is new and already rutting.

Look at what is driving on it and at drainage before blaming the surface. A road designed for one traffic mix and then used by loaded trucks fails exactly this way, on schedule.

v.How do we start?

Send the location, the length, what traffic it carries — including the heaviest vehicles — and photographs of the worst sections. That is enough for a first honest answer.
